About INJ

The National Institute of Justice is a public institution specialized in initial and continuing professional training in the field of justice, which promotes high standards of professionalism, integrity and institutional efficiency.

Purpose of the post

Support the development of INJ's international cooperation and the management of external assistance projects, ensuring the drafting, implementation and reporting of initiatives with funders and national/international partners, consistent with the institution's objectives and legal requirements.


Main roles

  • Identifies and proposes cooperation opportunities with national/international institutions and organizations with a judicial profile or relevant to INJ activities.
  • Drafts and facilitates the implementation of external assistance projects (concept notes, proposals, work plans, budgets, logframes/indicators).
  • Drafts INJ collaboration agreements (MoUs/partnerships) and coordinates the signing process (consultations, internal approval, protocol).
  • Analyze programs and calls for national/international projects in segments of interest to INJ and formulate proposals for participation.
  • It organizes the visits of INJ delegations abroad and supports incoming/outgoing mobilities (schedule, logistics, protocol).
  • Organize meetings/meetings with INJ development partners and draft minutes, discussion notes and follow-up.
  • Manage materials and reports related to external travel and ensure their archiving.
  • Constantly updates the INJ webpage with information/reports specific to the International Relations Section; supports external communication on projects.
  • Performs translations from/to English (project documents, correspondence, information materials).

Essential Duties Complementary to Roles

  • Monitor the project portfolio and track outcome indicators, risks and deadlines; prepares technical/financial reports to funders.
  • Ensure compliance with funder rules and national legal framework (procurement, budget, communication and visibility, data protection).
  • Develops briefing notes, summaries and briefings for INJ leadership on trends, partnerships and funding opportunities.
  • Maintain database of partners/experts and update calendar of relevant international events.
  • Coordinate the logistics of events (seminars, study visits, conferences) in projects: agenda, invitations, location, materials, participant lists.
  • Works with INJ subdivisions to define training needs/project activities and integrate results into internal processes.
  • Participates in relevant committees/working groups on international cooperation and projects.

Eligibility Requirements

  • Education: Completed higher education (preferably in law, international relations, political science, public administration, economics or related fields).
  • Experience: Relevant previous experience in international relations/European projects/fund raising (minimum 2 years).
  • Legislative knowledge: knowledge of justice legislation and notions of project management and external assistance; compliance with funders' rules.
  • Languages: Romanian - advanced; English language – advanced (written/spoken); another international language is an advantage.
  • Digital skills: Word, Excel, PowerPoint, Internet operation; web content management/CMS and website optimization; familiarization with project management tools (eg Gantt, indicator tracker).

Stages of selection

  1. Preselection of files (eligibility).
  2. Written test / case study on international cooperation, project management and writing (including a short translation exercise to/from English).
  3. Interview with the competition committee (skills, motivation, integrity).
  4. Reference check and final decision.
