A closer collaboration framework between the National Institute of Justice and the National Agency for the Resolution of Appeals

On Tuesday, March 3, 2026, at the National Institute of Justice, the meeting between the director Ramona Strugariu and the director of the National Agency for the Resolution of Appeals (ANSC), Angela Munteanu, took place, with the objective of initiating an official collaboration between the two institutions. The meeting was attended by INJ, Ghennadi Epure, deputy director, Ecaterina Popa, head of the Training and Research Directorate, and Octavian Bivol, head of the Continuous Training Section, and from the ANSC, Gheorghe Ghidora, adviser for the resolution of appeals, and Viorica Verdeș, head of the General Directorate of Legal and Methodological Assistance.

The preliminary discussions focused on identifying directions and common areas of cooperation, with the proposal to sign a cooperation agreement between the two institutions.

The opportunity of this partnership was emphasized by the representatives of the Agency from the perspective of the specifics of the ANSC's activity, whose decisions have the character of individual administrative acts and are subject to judicial control. During the dialogue, the parties emphasized the importance of a unified approach in the examination of these documents by the courts, as well as the usefulness of developing a constant professional dialogue between judges and Agency specialists.

Among the proposed directions of action are the involvement of ANSC representatives in training activities organized by INJ, the organization of joint sessions dedicated to the analysis of relevant judicial and administrative practice, the examination of the limits of judicial control over ANSC decisions, the application of the Administrative Code and special legislation in the field of procurement, as well as the exchange of information, expertise and best practices in the field of control of administrative acts issued in special procedures.
