Exchange of best practices in the field of gender-based violence prevention

A group of representatives of national institutions involved in the prevention and combating of violence against women and domestic violence from the Republic of Moldova participated in a study visit to the French Republic, between July 7-9, 2025. The head of the Didactic-Methodical and Trainer Training Section, Cezara-Elena Polisca, was delegated by the National Institute of Justice.

The activity aimed both at familiarizing the participants with public policies, the normative framework and the French inter-institutional mechanisms in the field of data collection on violence against women, as well as at identifying good practices that could be taken over and adapted to the national context.

During the three days, the delegation had meetings with representatives of reference institutions, including: the Service for Women's Rights and Equality, the Interministerial Mission for the Protection of Women Against Violence and Combating Trafficking in Human Beings, the Ministry of Justice, the Ministry of the Interior, the National Institute of Demographic Studies, the National School of Magistracy and civil society organizations that manage helplines, support services and centers accommodation for victims.

One of the topics discussed concerned the continuous training of justice and public order professionals in the segment of combating violence against women. In this sense, the initiatives of the French National School of Magistracy and the training tools for professionals in law enforcement and victim assistance were presented. The French experience regarding the development and implementation of interministerial plans for gender equality, the operation of medico-judicial units, as well as the mechanisms for monitoring and evaluating public policies were also analyzed.

The study visit was organized within the Council of Europe project "Support in the implementation of the Istanbul Convention in the Republic of Moldova - phase II", realized with the financial support of Sweden.
