Resilience in the digital age: participation of the INJ Director at the Euro-Atlantic Forum for Resilience 2025

Between November 6-7, 2025, in Bucharest, the fourth edition of the Euro-Atlantic Forum for Resilience took place, organized in a duplex/hybrid format, with simultaneous connections to several cities in the world. The event promoted an international dialogue on resilience in critical sectors for NATO and EU member states.

The director of the National Institute of Justice, Ramona Strugariu, participated as a speaker at the Bucharest-Chisinau session, dedicated to democratic and societal resilience in the face of information manipulation in the digital age, with an emphasis on the Republic of Moldova, Romania and the Black Sea region.

In her intervention, the INJ director emphasized the need for a brave and responsible approach to new technologies, highlighting the role of Artificial Intelligence (AI) as an ally in combating disinformation and a support tool for the development of democratic societies. "We live in the age of Artificial Intelligence. This does not mean that AI rules our lives, but that we must learn to use it with discernment. It is the equivalent of the fourth industrial revolution, but at the same time it is a tool that can help us to counter, for example, disinformation. AI should improve our lives, and controlling it depends on proper learning processes and a lot of coordination."

Ramona Strugariu also spoke about the importance of digital literacy and practical training in the field of new technologies. "I am convinced that, together, we will find solutions to these challenges. At the National Institute of Justice, we are preparing a Digital Week, during which we will learn about AI and how we can use it effectively, so that it assists us in our work. I think that each of us should dare to take this step, because it is the only way to properly manage Artificial Intelligence, before it ends up managing us."

The panel in Chisinau, hosted by the "Ștefan cel Mare" Academy of the Ministry of Internal Affairs, offered a space for analysis and debate regarding the strengthening of democratic and institutional resilience in the context of the current challenges generated by disinformation and the transformations of the digital environment.
