Perspectives of collaboration between the National Institute of Justice and the Soros Foundation Moldova

The leadership of the National Institute of Justice, in the person of director Ramona Strugariu and deputy director Ghennadi Epure, had a meeting on Tuesday, December 9, 2025, with the management team of the Soros Foundation Moldova - Daniela Vidaicu, executive director, Natalia Vîlcu, director of advocacy and programs, and Valerii Voleanschii, program officer. The purpose of the discussions was to identify directions for cooperation between the two entities, aimed at streamlining the judicial act and strengthening the skills of professionals in the field.

The parties analyzed the possibility of diversifying and deepening the training programs in current segments, such as respecting human rights in the digital age, combating hate speech, protecting freedom of expression and applying anti-SLAPP legislation, recovery of criminal assets and mechanisms for the social reuse of confiscated assets. Also, the need for digital literacy of professionals in the system and the importance of mixed trainings, which bring together judges, prosecutors, criminal prosecution officers and representatives of other related authorities, for a unified understanding of complex legal issues and a better unification of practice, was emphasized.

At the same time, the relevance of organizing study visits for INJ audiences and beneficiaries, carried out on the principle of "peer-to-peer" exchange of experience with similar institutions in the European Union space, was mentioned. These visits must have a result-oriented purpose, directly contributing to the growth of professional competences and the transfer of good practices.
