Round table "Public access to judgments and court decisions. Challenges and solutions"

On Thursday, June 5, 2025, at the National Institute of Justice, the round table with the generic theme "Public access to court decisions and conclusions. Challenges and solutions" was held. The purpose of the event was both to identify the impediments to the publication of decisions and court rulings, as well as to formulate some options to ensure the transparency of the judicial act.

The importance of public access to court documents and the balance between transparency and the protection of personal data was emphasized, in the opening, by the director of the National Institute of Justice, Ramona Strugariu, and the state secretary of the Ministry of Justice, Sorin Popescu.

The event, moderated by the member of the Superior Council of the Magistracy, Tatiana Ciaglic, brought together representatives of the CSM, judges, presidents and vice-presidents of courts, heads of secretaries and responsible personnel from the courts, exponents of non-governmental organizations and state institutions.

The presentations and interventions of the experts: Dumitru Darea, deputy director of the Digitalization of Justice and Judicial Administration Agency, Ilie Chirtoacă, president of the Legal Resources Center of Moldova, and Corina Voicu, trainer of the National Institute of Magistracy in Romania, brought specialized perspectives to the proposed topic. Thus, the main findings of the monitoring regarding the publication of court decisions, the normative aspects incident at the national and European level, the technical and procedural solutions were addressed. The need to revise the Regulation on the publication of court decisions on the national court portal (PNIJ) and the website of the Supreme Court of Justice was also discussed, as well as the adjustment of the regulatory framework to CEPEJ standards. The possibilities of using artificial intelligence in drafting and publishing decisions and court rulings were also analyzed by the participants. At the same time, the initiative to reconceptualize and optimize the management of the process of publishing court judgments/conclusions on PNIJ was started, and a set of actions was established in this regard.

The round table was organized by the National Institute of Justice and the Superior Council of the Magistracy, as part of the "Fair Moldova" project, financed by the Delegation of the European Union and implemented by Cooperazione Internazionale Sud Sud.
