French magistrates and experts, in dialogue at INJ about judicial communication, the rule of law and contemporary challenges

Magistrates from the Versailles Court of Appeal and representatives of the French Ministry of Justice had an exchange of experience with Moldovan judges and prosecutors in a workshop held on Friday, November 7, 2025, at the National Institute of Justice. The event was organized in partnership with the French Embassy in the Republic of Moldova and the French Ministry of Justice. The delegation was accompanied by Simona Pavel, French liaison magistrate for the Republic of Moldova, Romania and Bulgaria.

The main purpose of the activity was to strengthen the judicial cooperation between the two countries, to develop the managerial skills of the leaders of the courts in the Republic of Moldova and to familiarize them with the good practices of the French system.

During the opening session, the importance of partnership and exchange of experience was emphasized. The director of the National Institute of Justice, Ramona Strugariu, thanked the French delegation for their responsiveness and involvement, expressing confidence that this event marks the beginning of a lasting and fruitful cooperation.

For his part, the first president of the Court of Appeal of Versailles, Jean-François Beynel, confirmed that this cooperation will continue, he noted that the justice systems in both states face similar problems and he emphasized that the judicial action is constantly evolving, and the decisions of the magistrates are increasingly publicized or subject to public debates, and their safety is at risk.

The event was structured in two thematic panels. The first, "Communicating jurisdictions", addressed ways to strengthen the image of the judicial institution and improve internal and external communication in the context of contemporary challenges. In the second panel, "The rule of law in the European Union: the role of the Court of Justice of the European Union and the jurisprudence of the European Court of Human Rights", the role of the rule of law and the consolidation of courts and judicial activity through European Union law were discussed.

The activity is part of a project that is part of France's wider effort to support the Republic of Moldova in its process of joining the European Union.
