Editorial launch at INJ: "Arrest in the criminal process. Aspects of comparative law"

On Friday, February 6, 2026, at the National Institute of Justice, the launch of the monograph "Arrest in criminal proceedings. Aspects of comparative law", signed by prof. Dr. Iurie Odagiu and Dr. Ghennadi Epure. The event brought together INJ audiences, prosecutors, members of the INJ Council and the institution's staff, constituting an opportunity to reflect on the current challenges regarding the application of preventive measures depriving of liberty.

In the opening, the director of the National Institute of Justice, Ramona Strugariu, emphasized the importance of scientific research in the training of professionals in the justice system, highlighting the value of the intellectual effort of the authors, who, despite their professional responsibilities, managed to contribute to doctrinal development and the consolidation of legal culture.

A key moment of the launch was the online intervention of the university professor and former Prosecutor General of Romania, Augustin Lazăr, who also signs the foreword of the work. His Highness noted the applicative nature of the work and its relevance for legal practitioners, emphasizing that the monograph is the result of a fruitful collaboration between the legal environments of Romania and the Republic of Moldova, in the context of alignment with European standards. According to him, the monograph provides essential benchmarks for establishing a fair and legal balance between preventive measures and the protection of fundamental rights.

For his part, Dr. Ghennadi Epure, deputy director of the INJ, mentioned that the research approach was motivated by the need to combine theory with everyday judicial practice, in order to identify and remedy some systemic deficiencies regarding the application of preventive measures. The author reported on the complexity of the topics addressed, from avoiding formalism in the motivation of procedural documents to the technical and legal aspects of house arrest with electronic monitoring.

During the event, Olimpia Gribincea, president of the INJ Council, Victor Furtună, chief prosecutor of the PCCOCS, Ina Frunză-Bargan, deputy chief prosecutor of the Anticorruption Prosecutor's Office, co-author of the paper, conf. dr. Iurie Odagiu, director of the Scientific Research Institute of the "Ștefan cel Mare" Academy of the Ministry of Internal Affairs of the Republic of Moldova, Mihail Ivanov, prosecutor in the Anticorruption Prosecutor's Office, as well as other participants from the public, legal professionals and INJ audiences.
