The entrance exam has started at the National Institute of Justice

The National Institute of Justice has started the entrance exam for the initial training of future judges and prosecutors. The evaluation process is carried out in two stages: the electronic written test, which includes the eliminatory psychological test and the specialized test, followed by the oral test.

The first test, the psychological elimination test, started today, July 21, 2025, and is conducted electronically, with results automatically generated by the computer system. Only candidates who pass this stage will be admitted to the specialty test – a grid exam with 400 questions, randomly selected from a set of 1600 from the following disciplines: civil law, civil procedural law, administrative law, administrative procedural law, criminal law, criminal procedural law and human rights.

The oral stage is scheduled for the period September 29 - October 3, 2025 and will consist of the resolution of two cases from the fields mentioned above. To ensure transparency, all evidence – both written and oral – will be audio and video recorded.

The evaluation of candidates is carried out by two specialized commissions: one in civil law and civil procedure, the other – in criminal law and criminal procedure. According to the legal norms, the additional verification of the integrity of the candidates is also provided. Thus, the National Integrity Authority will examine the declarations of wealth and personal interests, and the National Anti-Corruption Center and the Intelligence and Security Service will provide relevant information on the integrity of the people who passed the first stage. If it is found that a candidate has violated the legal regime of declaring assets and interests or does not meet the criteria of impeccable reputation, he will be excluded from the competition.

For the admission session of 2025, the INJ Council, based on the decisions issued by the Superior Council of Magistrates and the Superior Council of Prosecutors, put up for competition 30 places for candidates for the position of judge and 20 - for candidates for the position of prosecutor.
