About INJ

The National Institute of Justice is a public institution specialized in initial and continuing professional training in the field of justice, which promotes high standards of professionalism, integrity and institutional efficiency.

Purpose of the post

Coordinates and exercises control over the activity of the didactic-methodical and trainer training Section, ensuring the development, standardization and implementation of the institutional methodological framework for initial, continuous and trainer training.

 It ensures the strategic coordination of the didactic-methodical processes, recruitment, training and evaluation of trainers, as well as their alignment with European standards in the field of judicial training, with the recommendations of external evaluation missions and with the institutional objectives of the INJ, by promoting modern andragogy approaches, competence-based evaluation and an organizational culture oriented towards quality and systemic impact.

Main roles

  • Management coordination and control of the section – sets the objectives, target indicators and the annual plan of the section; assigns tasks, oversees deadlines, validates deliverables and attends operational meetings.
  • Ensuring the development, implementation and updating of the institutional didactic-methodical framework for initial training, continuous training and the training of trainers, with an emphasis on the connection to the standards of European magistracy schools;
  • Coordination of the processes of recruitment, integration, evaluation, monitoring and professional development of INJ trainers;
  • Coordination of the development, review and validation processes of curricula, course materials, simulation scenarios, assessment tools and other teaching resources;
  • Coordinating the process of developing individual plans aimed at designing the didactic task of cumular trainers, drafting their activity reports and monitoring the achievement of the didactic task;
  • Representation of the section in relation to the other subdivisions of the INJ, with the trainers, as well as with the relevant national and international partners for the field of judicial training.

Main Duties / Responsibilities

•    Coordinates the development and implementation of the institutional methodological framework (didactic standards, methodologies, guides, procedures and specific tools);

•    Coordinates the development, validation and updating of curricula and teaching materials;

•    Develops and implements modern and innovative training methodologies (simulations, case studies, blended learning, etc.);

•    Coordinates the development and application of criteria, procedures and tools for evaluating trainers' performance, including self-evaluation and multi-source evaluation mechanisms;

•    Monitors the quality of training and the impact of training programs, monitors the quality of trainers' performance through multi-level evaluations (participant feedback, methodological evaluation, self-evaluation, etc.);

•    Identifies the training needs of the trainers and develops the trainer training plan,

•    Ensures the implementation of European standards in the field of judicial training and the capitalization of the recommendations formulated in the framework of external evaluation exercises, other international cooperation mechanisms;

•     Coordinates the process of recruiting trainers to complete and update the INJ Trainer Network;

•     Provides methodological support to trainers in developing/updating disciplinary curricula, training materials, questionnaires and other evaluation/self-evaluation tools;

•    Periodically checks the compliance of the materials developed by the trainers with the institutional methodological requirements and formulates recommendations for adjustment.

Eligibility Requirements

studied

Completed higher education (preferably in law, educational sciences, social sciences or related fields.

Master's studies or specialization training in educational management, andragogy, didactic, quality management or institutional management are an advantage.

Experience

  • minimum 5 years of relevant professional experience;
  • minimum 2 years of experience in team coordination/leadership functions;
  • experience in the field of professional or didactic training;
  • teaching activity/teaching experience is an advantage.
  • experience in developing curricula, training methodologies, assessment tools and/or evaluating trainers is a significant advantage.

Knowledge

  • knowledge of the relevant legislation;
  • knowledge of curriculum design principles, learning outcomes, interactive instructional methods, and competency-based assessment tools;
  • knowledge of adult training methodology, training evaluation and trainer evaluation (including modern models – eg Kirkpatrick);
  • knowledge of European standards in judicial training;
  • knowledge of the Romanian language and an international language, preferably English;
  • digital skills (Word, Excel, PowerPoint, Zoom, e-learning platforms).

  • organizational and planning ability;
  • capacity for methodological leadership, coordination and institutional development;
  • verbal, written and presentation communication skills;
  • the ability to develop evaluation methodologies and tools;
  • skills to analyze the performance of the trainer and the impact of the training programs.
  • the ability to provide professional methodological feedback and guide the development of trainers;
  • the ability to work with data, indicators and evaluation results to substantiate managerial and methodological decisions.
