About INJ
The National Institute of Justice is a public institution specialized in initial and continuing professional training in the field of justice. We are looking for a results-oriented HR leader with integrity and rigor to ensure the governance and development of the HR function at the institutional level.
Purpose of the post
Plans, coordinates and controls the work of the Human Resources Section, ensuring the consistent implementation of personnel policies, according to labor law and internal regulations of INJ, for a work environment based on performance, ethics and responsibility.
Main roles
- Coordinates and exercises control over the work of the Human Resources Section, ensuring the implementation of the Institute's personnel policies and strategies.
- Checks compliance with procedures for recruitment, selection, evaluation and promotion of personnel, in accordance with labor law and internal regulations.
- It monitors the correct application of normative acts regarding personnel records, payroll, work discipline, vacations and professional training.
- Ensures the development and updating of job descriptions, internal regulations and documentation related to human resources management.
- Contributes to the development of a balanced organizational climate based on performance, integrity and professional responsibility.
Complementary Essential Duties
- Develops/updates HR policies and procedures (recruitment, onboarding, evaluation, development, compensation, discipline) and ensures their communication within the institution.
- Plans staffing needs, manages organizational chart and tracks efficiency indicators (time to work, retention, recruitment cost, compliance rate).
- Provides support for payroll operations, in collaboration with the Financial-Accounting Section;
- Coordinate performance evaluation processes and professional development programs; proposes annual training plans, in collaboration with the other department heads of the Institute.
- Oversees management of personnel files, HR/HRIS databases, and internal and external reporting.
- Provides legal-procedural advice to managers and employees on issues of labor law, ethics and integrity.
- Represents the institution in the relationship with authorities/partners on human resources topics; coordinates profile checks and audits.
- Identifies compliance risks and proposes corrective and preventive measures.
Eligibility Requirements
- Education: Graduated (preferably in law, public administration, management/psychology or related fields). Studies in the field of human resources management are an advantage.
- Experience: minimum 5 years in human resources, of which at least 2 years in coordination/leadership positions.
- Legislative knowledge: the applicable framework of labor legislation, data protection rules and internal regulations specific to public institutions.
- Digital skills: advanced MS Office operation; experience with HRIS/personnel record systems.
- Languages: Romanian – advanced level (written/spoken); knowledge of an international language is an advantage.
