Examining and resolving electoral disputes in the context of parliamentary elections in our country, for the attention of judges and prosecutors

A group of judges and prosecutors participated on Thursday, September 4, 2025, in the seminar "Peculiarities of the examination and resolution of electoral disputes in the context of the parliamentary elections in the Republic of Moldova". The activity sought to know the specifics of the national electoral legislation, with an emphasis on the regulations regarding the election of the current September 28, as well as deepening the skills of documenting and judging electoral cases.

The deputy director of the National Institute of Justice, Ghennadi Epure, the head of the Directorate of Parliamentary and Electoral Cooperation within the Secretariat of the Parliamentary Assembly of the Council of Europe, Liri Kopaci-Di-Michele, and the vice-president of the Central Electoral Commission, Pavel Postică, spoke at the opening.

The seminar benefited from the expertise of foreign and local trainers, who contributed to the transfer of knowledge and best practices in the field of electoral justice: Oliver Kask, substitute member of the Venice Commission and judge at the Supreme Court of Justice of Estonia, Vadim Vieru, consultant of the Council of Europe, and Angela Bostan, judge at the Central Court of Appeal.

The agenda of the training program included the presentation of the 2024 Interpretive Declaration of the Venice Commission on the Code of Good Practices in Electoral Matters, with special reference to digital technologies and artificial intelligence, alongside the Report on the annulment of election results by the constitutional courts. Also, the participants analyzed the provisions of the Electoral Code of the Republic of Moldova that regulates parliamentary elections, as well as the jurisprudence of the European Court of Human Rights and national courts in this matter.

The seminar "Peculiarities of examining and resolving electoral disputes in the context of the parliamentary elections in the Republic of Moldova" was organized by the National Institute of Justice, the Central Electoral Commission and the Office of the Council of Europe in Chisinau.
